Kakashi and Zabuza are often on Seal Treasure and Daily Recharge Rebates event gives Iruka fragments

Kakashi is from the 7-day login. You can get Iruka from either spending a certain amount of money or get lucky from the Seal treasure (I believe it's a total of 6000 ingots to be able to get him plus other things) and Zabuza is from the Seal Treasure.

To throw a comparison, it's $100 for 5000 ingots, so little over 100 ac*ulated.

save all of your seal scrolls for something like Kage or Jinchuriki treasures lol.
Or save for Sage Naruto . . .
At the very least, the Pains can be semi-useful . . .. depending on which one you get. . .

This isn't right, Iruka is not from seal treasures, he's also nowhere near 6000 ingots, not even close. You need 30 fragments to recruit him.

As for actually getting him he's in quite a few events, such as treasure of the sage, not just from server opening recharges.

I thought Kakashi and Zabuza had elite instances... Kakashi's were all over the place levelwise and Zabuza had one around like lv...50 or so I think.

I think Iruka is only 600 coupons in the Land of Lightning treasure. He's definitely gettable as a f2p

Zabuza can be obtained from elite instances as well as normal Kakashi, but if you look for the sword version then he is in tendo treasure or you can collect his fragments from events. Iruka can be bought in events with just coupons, I got him for about 800 only.

Iruka is not that hard to get you just have to wait for an event where he comes around or you c*e refine fragments to get him as well.

Zabuza has an elite instance only in level 50 or above, you can either do the elite instance or wait for him to pop out in the seal scroll treasure because it takes VERY long to get him by elite instance :@
