His mist only affects non-water ninja. If you are fighting a water based team then his mystery would have no effect. That is why he works best on a team using almost all water ninja, other wise you blind your own team as well.

As far as blindness goes, it removes all standard attacks/moves for one round (this includes healing and shielding moves as well). Mysteries can still be used as normal. Blindness like any other debuff can be cleansed/bounced back with mirror and so on. If you want to move all movements on a ninja (standard attack/move And mystery), you want immobile. Yes. Blind still allows a ninja to cast their mystery, and chase.

As Rozuka said, it isn't really useless, but like everything else it all depends on how you use it. The mystery it's self is great against teams that use auto attacks to deal alot of it's damage (Rock Lee, Guy, and even Lightning mains if they are not running Lightning Armor/Root of the Warrior), or teams that count on an auto attack to start a combo (pain teams tend to combo start well off auto attacks. There are also some ninja that guarantee a combo start when conditions are met, such as Naruto, GNW Kiba, and any puppet user).

So again, if you tend to know what you are going into, it may not be a bad mystery to have. I remember using it a few times in Survival Trial when I would run mainly damage focused teams.
