Drop rate is beyond F..ked i tell you. You know i personally experimented on this event for the past 3-4 months (Ever come across MiddleEarth groups in latest servers? Yep that was me working it for WoF). Made 24 accs in a server, 18 in few others took them to lv30 and focused on this one. Around the time when there was Kakashi Summer/Juugo stage 2 on it, it was easier to get the ninja. Out of 24; 6 accs got Kakashi Summer. And out of 18 accs in the newer server, 4 got Juugo for 1 to 2k coupons at best. And then there was Mei Festival. From 18 accounts i spent a total of 90k (5k each) on it. Nothing. I wasn't aiming for jackpot in the first place, i just wanted to get Mei. But nope.

I bet a grand after seeing how many people started to get 2nd Ninja on it, they clearly rigged this event. Because only whales are allowed to enjoy good stuff.

Over the past year or so I've spent around 500k coupons across 8 different accounts in the wheel, Mei dropped once after like 60k, 10t Obito dropped once last year after around 180k, then nothing else, however that useless Jugo that they put everywhere I did end up 5 starring him on 2 accounts, it seems like a statistical impossibility that spending that much and spinning this much nothing worth having would drop, only one person in my cluster ever hits jackpots, and it's one that started recharging just a couple months ago, no one else gets anything, so at this point I'm 100% convinced this isn't just a low drop rate, it's rigged not to drop at all.
