So... I have seen Shisui in some events like carnival, lucky * and etc. but i was wondering what is the cheapest way of getting his fragments without recharging.

There are some guides out there which give an estimated rate of getting his fragments in certain events but not to all events and since it's more or else his meta I would like this post to be a guide for his rates in all events
