As for your suggestions, I submit every one of them that (that I declare as being submitted) to the developers. This is not, however, a guarantee those suggestions will be implemented. Some suggestions are bad, or disliked by the developers, even if they are liked by the individual or player base. Submission of a suggestion is not a guarantee for implementation. That said, this is also off topic. If you'd like to ask more about this, please start your own thread instead of hijacking another player's thread. Also, please remember to keep it respectful and on-topic for the subforum you choose to use.

Unfortunately, no, I cannot answer that at present. As I mentioned in my original post, I said that I would inquire about the issue, and I did so. However, the issue is still being investigated, so I do not have a definitive answer for you, yet. Rest assured, if I had an answer, I would simply give it to you, rather than dragging this thread out. Unfortunately, I am inclined to agree with Arconysu van Re on this matter. While many players do not value Jugo highly, it is Oasis's valuing of the unit that determines price, not players'. This unit has previously been valued at a fairly high cost in the past, and has not been highly accessible outside ingot-only events, as opposed to ETR Madara, who, while powerful and desired from a player standpoint, is very readily accessible. It's my personal opinion that this is likely not a bug, simply a matter of a difference of opinion between the player base and the devs on the cost vs. value of the unit in question.
