Infinite Tsukuyomi: Grants access to everyone's memories and past. So she could easily know who has been a bad child or a good one. Not to mention by using the moon as a reflector of the jutsu; she could easily do it on a global scale. Her reach is 10 out of 10.

Space-Time Ninjutsu: She is the master of it. On delivering the presents for everyone; travelling in between dimensions; it would be no problem to reach billions at all, unlimited chakra reserver as the pro*or of ninshu she could produce endless numbers of clones to deliver.

Not to mention she has a soft spot for children; knowing her own past and her bond with her own children Hagoromo and Hamura.

I choose Naruto:

Naruto happily agrees to help Santa out – because of course he would help save Christmas! “Leave this to me, old man! Believe it!” he declares, giving Santa a thumbsup and a confident smile.

But how does he go about it? Easily done for our favourite Ramen-loving Shinobi!

“Oi, Kurama! Help me out here, buddy!” Naruto murmurs, and certainly the grumpy Bijuu could be persuaded to aid his Jinchuuriki.

So before he goes into action, Naruto turns into his Kurama Cloak Mode to sense the Chakra of everyone and determine if they are good or bad; surely it would show in the Chakra signatures in bright colours if they had been naughty or nice.

That way he also knows their locations.

And now the fun can begin:

grinning broadly he dons the Santa outfit, performs his Tajuu Kagebunshin no Jutsu to make as many Shadow Clones as needed.

“Alright! Everyone knows where to go and has the correct presents with them? Let’s go!” the original declares, and all the clones shoulder the bags with the presents, raise their fists in the air to give an enthusiastic cheer, then off the Clones sprint and leap into every direction to go find the recipients of the presents.

But how would he make sure that nobody notices the deliveries on Christmas Eve?

“I got you,” Kurama rumbles in Naruto’s mind, and he replies with a “Thanks!” as each clone carefully picks up the presents with The Bijuu’s red bubbling Chakra claws and hoists them safely through the chimneys without having to go into the houses himself or disturb the sleep of the people inside.

Chuckling slightly to himself once everything is finished, Naruto dissipates all the clones and sneaks off into the night, pleased with a job well done… only to realize that he forgot to place a present for himself!

But don’t you worry, Santa is so happy and glad for Naruto’s help that he secretly delivers one for him personally: pleasantly surprised Naruto finds a year’s worth of vouchers for Ichiraku Ramen in his present.

At first, Ay may not be into the whole idea of running around and giving presents to everybody else. He'd probably just want time to himself and his own hobbies.
Now if you nag him hard enough about being a bad influence by not helping out, he'd probably throw a fit and just do it.

So how would he do it...? HE'D BRUTE FORCE HIS WAY INTO YOUR HOME! THERE IS NOTHING THAT COULD STOP HIM FROM DELIVERING THOSE SWEET PRESENTS TO EVERY NINJA IN THE WORLD!
HE'D BREAK YOUR WALLS, YOUR DOOR, YOUR CHIMNEY, SMASH THE COOKIES AND MILK ON THE TABLE; but ultimately, he'll come and show kindness to everybody evenly... UNLESS YOU'VE BEEN NAUGHTY! NAUGHTY BOYS AND GIRLS WILL GET A WHEELCHAIR AND A FREE TICKET TO THE EMERGENCY ROOM AFTER HE IS DONE WITH THEM!

In conclusion, he'd be the perfect fit, and he'd probably keep people from being NAUGHTY! Not because he would punish them, but because they would be ecstatic to see the jacked Santa raikage visit them.

Minato was glad to help santa ! so he got a good idea to easily sneaking to every house and delivering all presents in time !

Minato started a free distribution of christmas hats to everyone in the village, and the trick here is that every hat is giving with a hiraishin kunai ! so Minato was requesting everyone to take the kunai with the free hat and hanging it in their christmas tree at home,

after the free distribustion ends, Minato now is ready to Give everyone there presents ! and as it's expected from the Yellow Flash, he put a kunai near the presents so he can easily take every present to the intended home, where already every kunai giving in the free distribution is placed in the christmas tree inside every house in the village !

He was a skilled and powerful ninja, so he would be able to navigate through any challenges or obstacles that might come up while delivering gifts to all the good boys and girls around the world.

He was known for his quick thinking and ability to come up with creative solutions to problems, so he would be able to find ways to get around any challenges that might come up during the gift-giving process.

He was a kind and compassionate person, and he always put the needs of others before his own. This would make him the perfect person to deliver gifts to children and spread joy and cheer during the holiday season.

He was also a skilled sealing specialist, so he could use his abilities to create special gifts and surprises that would be sure to delight children of all ages.

Overall, Minato's combination of strength, intelligence, compassion, and sealing skills would make him an excellent choice for the role of Santa.

Konan would be perfect because she could wrap all the gifts because that's her role, in addition to being able to fly with her paper wings, and her agility would be perfect to cover Santa's day off.

The season of holiday has come at last, the breeze of cool air and eager laughter of children fills the beautiful atmosphere of the night sky, all are excited for this one thing that happens in Christmas, where the nice boys and girls receives their gifts from the one and only Santa. However, this time Santa won’t be delivering the gift, but a mysterious ninja of a black and white visage, his connection on the earth makes him a perfect candidate for this job, topping it off with the ideal intelligence gathering and camouflage skills and vast numbers. With a nod, their operation started to unveil on the cold Christmas breeze.

Within just a moment each spore attached on every children in the world begins to reveal itself (attaching a spore on an unsuspecting child is as easy as a walk in a park for the ninja bearing a white visage) connecting itself within the earth, starting to sharing information on whether the children has been naughty or not. Whilst such has been done, the others begin to deliver the presents via underground (what better way to deliver the gifts unnoticed by the population), with the organization and planning lead by the ninja of black visage, considering that his intellect and wits is exceedingly greater than of the white one. However, things doesn’t always go as planned, some children may woke from their slumber and try to see what noise is going under the Christmas tree, see the “Santa Claus” that they dream of seeing, but fear not, for the white visage is a skilled ninja who can phase through ground or transform into anyone, allowing them to escape the scene undetected.

With them at your side, this feat is but an easy task. The ninja with the visage of black and white, otherwise known to as Zetsu, with their clones of a million white, can give a helpful hand to Christmas Day

I nominate the Handsome Blue Beast of Konoha, Guy-sensei. We all know that he doesn't have those flashy ninjutsus and whatnot, but he have the Passion of Youth which makes him a gteat candidate for the job. Just him hearing the job description will burn his passion up. Guy-sensei is the most sencere ninja, not just in Konoha but throughout the shinobi world. He may seem silly and dumb, but never underestimate him, he can do things better than anyone else in the village. He will be tired, yes since he's also a human being despite being a ninja, but whe he's reminded of the teason why he's doing this job, he'll overcome his limit and push himself to finish his job thoroughly.

Shisui was a humble and compassionate man, He was also shown to be very perceptive and intuitive able to see through the emotional nature of others and likewise able to notice the smallest details around him.

he has abilities to make him the good choice for the mission, including (Speed) his eyes make him faster than anyone, and (Kindness) he has a great heart so he can provide children with the things they truly need.

Tobirama Senju was hired as the perfect candidate to be Santa's helper during the holiday season. As the Second Hokage of Konoha, he is known for his incredible speed and intelligence, as well as his ability to think on his feet. These skills would come in handy when it came to delivering presents to all the good boys and girls around the world.

In addition to his impressive ninja abilities, Tobirama had also created the Konoha Military Police Force, which meant he had extensive knowledge of who had been naughty and who had been nice throughout the year. This would be invaluable to Santa, who relied on his helpers to keep track of all the children's behavior.

On Christmas Eve, Tobirama flew through the skies, delivering presents to all the good boys and girls. With his teleportation jutsu, he was able to navigate through the narrow chimneys and deliver the presents in the blink of an eye. As he flew from house to house, Tobirama made sure to check his list twice, ensuring that every child received the presents they deserved.

But Tobirama didn't just rely on his list to determine who had been good. He also used his extensive knowledge of the children in Konoha to judge their behavior. If he saw a child who had been particularly well-behaved throughout the year, he would make sure to leave a little extra something under the tree. And if he saw a child who had been misbehaving, he would leave a note reminding them to do better in the coming year.

Tobirama was tired but satisfied with a job well done that he completed way before sunrise. He even had time to relax in The Konoha Hot Springs before it was time to open presents. From then on, Santa knew that he could always count on the second Hokage to help him with his holiday duties. His speed, intelligence, and attention to detail made him the perfect helper, and the children of Konoha were all the better for it.

I would nominate Shikamaru Nara

Picking the laziest character is the best solution. Why?

According to what a wise man once said: "I choose a lazy person to do a hard job, because a lazy person will find an easy way to do it".

He was not delighted to be selected in this manner and first declined the position, but a certain girl assured him that if he did, she would be furious with him and would no longer consider him worthy of her friendship. After some consideration, he decided to accept the assignment, but he made sure everyone knew it would be difficult and he might not be able to do it.

Thus, Shikamaru will persuade decent guys like Naruto to lend a hand thanks to his supreme intellect and cunning abilities. Naruto will be able to produce countless shadow clones with the help of his abundant chakra resources and deliver all the gifts. Shikamaru will be lying down, unwinding, and gazing into the skies as Naruto is doing his best to deliver the gifts, thinking, "This was such a drag."

The Christmas was saved in the end of a long, exhausting, chilly night when all the presents were delivered!

In the guest room of the Root Anbu base, Santa frowned as Danzo told him his Root member left for the mission. Sure, the kid’s abilities fit perfectly for the task, but still… Danzo was looking a bit too eager to help. The fact that him, of all people in Konoha, offered to let his subordinate help with presents distribution is… a bit su*ious. Would this important task go wrong? But before he could put more thoughts into the matter, his aching back protested. Sighing in resignation, he thanked Danzo and went to rest.

Ah, and when he was done, submit a detailed report on certain households’ daily routine, security measures, etc.

Sai spent the past month in shadow, working with his ink clones. At nights, they observed the children of Konoha. For civilian families, they sent out ink mice to watch; for the shinobi families whose attentions were harder to evade, they went by themselves. During daytimes, in an abandoned building, he evaluated the large pile of intel scrolls and determined which child deserved a present.

Going to sleep early? Check. Helping out with housework? Sure. Arguing with parents every day? Nope. Bullying a blond kid at academy? Big cross. Plotting to overthrow Konoha? … actually he didn’t find anyone this naughty, despite Danzo-sama stressing multiple times to watch out for this trait. As he scrolled through the final list of names on Christmas Eve, he pondered whether he would be punished when he returned from the mission, but he supposed it’s a good thing that the village was peaceful. So he packed his stuff, popped a dozen soldier pills into his mouth, and headed out.

Sai made several ink clones, and divided the presents between them. Together, they drew ink birds and headed towards different directions. To relieve his clones’ – and by extension his own – charka consumption, Sai chose the most populated Northern district. He landed on top of a tall building, and laid out his presents. He started with the less suspecting civilian houses, and drew some ink animals to help. Little mice scurried around with smaller presents such as bags of candy and kid shuriken while lions padded away silently holding stuffed animals and books in their mouths. When they are finished, they went to the sink, and *-ed into a splatter of ink down the drain.

For shinobi children, Sai preferred to deliver the presents by himself. With the help of ink snakes to open the window and doors, he slipped past the senses of even the most cautious shinobi, and gently put his presents into their stockings. Even though they are ninjas, Sai was the professional in hiding, being a Root Anbu, the best of his generation, no less.

When Sai’s area was almost done, he received a message from his clone in East Konoha. A young girl was giving his clone a bit of trouble. He told his clone to move on to the next target, and that he would handle the matter by himself when he was done.

When he arrived, he noticed what the problem was: the Hyuga girl was clearly expecting someone, and she kept activating her byakugan to look around. Sai hopped around her house, carefully staying inside her blind spot. When he finally put the present into the stocking besides her bed, he noticed the girl turning her gaze toward him. With nowhere else to hide, Sai used the Ink Mist Technique and teleported out of her house.

All done. Finally, mission complete. Panting, Sai returned to his hideout and packed his stuff. He should be going back to Root base to give his report, but something had been nagging the back of his mind for the past month, and he really wanted to know before going back to his world. Because the mission description looked strikingly familiar…

When dawn broke, he flew back to the Hyuga girl’s house. He heard her voice before he even got a good look at her room. “Father, I got a present too! Santa knows I have been good this year! Too bad I didn’t manage to see him, I’ll train harder...” Wordlessly, Sai hopped back onto his bird, and took off.

Like every Root Anbu, Sai studied about the various cultures and festivals of the world. But he always knew that there was no such thing as Santa Claus giving presents to good children. On this day, he confirmed with his own eyes that it was just a nice cover story for Root’s covert operations. Well, it’s not like it’s something important anyway. Being good or bad never mattered to him, as long as he completed his missions. Still, for some reason, he felt as if his heart dropped a bit.

Back at Root base, Sai dragged himself back to his quarters. The mission was simple, but the sheer quantity of presents was taxing. There’s nothing he wanted more than a nice, long sleep. But as soon as he opened his door, he could feel that something was not right. Drawing his tanto, he carefully scanned his room. Nothing was amiss, apart from a small box besides his pillow, with a handwritten note on top.

It was nicely done, dear Sai. Thanks to you, I got some well-needed rest. Hopefully I can come again next year!

Inside the box was a high-quality paint brush that Sai had thought of buying, but gave up because he couldn’t afford it. An unusual sensation swelled in his heart, and he felt the corner of his mouth involuntarily tucked upwards.

Ah, so he did good too.

My pick would be Shino due to several reasons.

In terms of his abilities, Shino has got the right skillset to deliver presents to billions of homes with his insects. As Shino breeds all kinds of insects with special traits, he is able to carefully select the right kind of bugs to do the job for him. With his high intellect and careful planning, he would be able to deploy durable and speedy insects to reach homes from a faraway place. Chakra is not a concern for him as he is able to absorb chakra with his insects.

Also, insects are hardly ever noticeable at night, particularly in the darkness, so his bugs are able to sneak into homes and carefully place the presents under the Christmas tree without getting caught. Stealth is one of Shino's biggest plus points as he is often being ignored by his mates since childhood .

As far as identifying which kids are naughty and nice are concerned, Shino has got the experience as an Academy teacher to help him with that. Shino is constantly striving to become a better sensei as time passes by and by becoming a teacher, he has developed a better understanding of how kids will act, react, think and behave. His bugs will be able to keep an eye on kids from afar to assess their behavior and well-being. Scouting work is something that his bugs can do and its not easy to detect them.

Story:

One fine day, Shino found an envelop at his doorstep, wondering who it could be from. He opened the envelop and found a letter written by Santa, himself. In the letter, Santa has expressed and explained how difficult it will be for him to deliver his presents to kids this Christmas and needs urgent help from a special individual In his words, Santa described Shino as the type of person who cares for kids, kind-hearted, intelligent, capable and would like Shino to help him with his delivery. Shino hesitated at first as he believed there are more capable people out there who are up for the task. But declining Santa's request would mean a huge disrespect to the man in red, so Shino decided to write back to Santa stating that he will be available on the delivery day. As days leading up to Christmas Eve, Shino has been meticulously planning and selecting insects that has specific attributes that are well-suited for long distance travel and immune to environmental changes. On the night before Christmas, all the preparations are set. The list of naughty and nice kids have been drafted and updated accordingly with the help of Shino's recommendations and suggestions as his bug surveillance played a big role in distinguishing who has been naughty and nice. Under the supervision of Santa, Shino began to assemble his specialized super bugs and *tered them across the region along with the presents. The bugs surround the presents with their body, shielding them, lift them up as a group, and quickly flew to the designated homes in high speed. As the bugs showed up in front of the houses, they began infiltrating the homes and silently placed those presents under a Christmas tree, which gives off a unique scent that only the bugs can recognized. If a Christmas tree cant be located, the presents will be placed on top of the living room table.

Everything is going smoothly until Shino noticed something amiss. He sensed that he has lost contact with some of his bugs which are designated in Konoha. Santa took a notice of Shino's troubled look and asked if something had happened. Shino explained the situation to Santa and Santa called for Shino to get onto his sledge. Santa then tells Shino that he wants to take him back to Konoha to investigate the matter. But Shino felt concerned about Santa's well-being as he already knew that Santa is tired from all of the preparation work leading up to Christmas. Santa gave his reassurance to Shino that as long as he is just making a 1 way trip to Konoha and back to his lair, then he should be fine. After that, Shino got onto Santa's sledge and Santa command his reindeers to sprint to Konoha. When the two of them got there, they took noticed of 5 thugs stealing presents from Shino's bugs. Shino jumped out of the sledge with haste and confronted them. But the 5 thugs bemused him and start assaulting him while Santa stayed by his reindeers to protect them from harm. Shino then uses his Hidden Jutsu-Insect Bog to engulf them in insects and pin them down. One of the thug, the youngest member of the 5, dodged the attack and rushed towards Santa. The young thug sneaked behind Santa, uses his left arm to lock Santa's neck and uses his right hand to point the sharp-end of the poisoned-kunai at Santa's neck. Realizing what had just happened, Shino froze and then asked the young thug,"why are you stealing presents from my bugs". The young thug replied and said its because he never once received a present on Christmas and felt its unfair that everyone else around him got one. Every year, he asked for one from his parents but they didn't give him any. If he cant get presents by asking for one, he'll just have to take it from others by force. At that moment, tears start dripping down his cheeks as he remembers and explains about his past to Shino. Shino didnt say a word and then approached the young thug calmly while dipping his hand into his right pocket. The young thug got startled and warned Shino not to come any closer as he points the poisoned-kunai closer to Santa's neck. Shino then stopped and stood a few centremeters infront of the young thug and pull something out of his right pocket. The young thug noticed there's something in Shino's hand, its a box, as the young thug gazes at it in confusion. "Take it, this is for you," said Shino. Shino paused and continued, "this present is meant for a student of mine who has been causing trouble for others since I met him. I'm hoping to give this to him as he's not in Santa's nice list. But I feel that you need this gift more than him". Then Shino kindly said, "would you kindly accept this little gift from me?". The young thug was shocked by Shino's words and he loosened his grip on Santa and the poisoned-kunai. The young thug looked dejected, released Santa from his left arm, dropped his Kunai and stood aimlessly as he realized his mistake. Shino then leaned in closer to the young thug and gave him a warm hug, telling him that everything will be okay. The young thug then cried while asking for forgiveness from Santa and Shino. Both Santa and Shino accepted his apology and Shino insists the young thug to accept his present. The young thug said, "is it really okay for me to have it?". Shino then gently placed his hand onto the young thug's head and said, "yes, please accept it. Its a gift from me." The young thug accepts the gift as he expressed his mixed feelings of sorrow and happiness towards Shino and Santa. As for the other 4 thugs, they pleaded for forgiveness as they also realized their own wrongdoings. Shino and Santa accepted their apologies and they all return back to their homes. Before the young thug leaves, Shino approached him and said, "come find me if you ever need help with anything" . The young thug nodded and wish Shino well as he returns back home. Shortly after that, Santa realizes that there isn't much time left before sunrise and informs Shino to quickly deliver the presents before its too late. Shino then swiftly summons more of his special bugs to resume the delivery. With just a couple of minutes remained, all of the bugs that were sent all over the region to deliver the presents have returned to Shino in Konoha and all of the presents have successfully been delivered to its rightful owner. Santa applauded Shino and plead for his assistance again next Christmas. Shino accepted his request and Santa then gave him a present for his tireless effort. Its a glowing snowglobe.Shino hesitated to receive it at first but Santa insisted that Shino should accept it. Shino then accepts it and keep it safely in his right pocket. After that, Santa bids Shino farewell and flew back to his lair on his sledge with his trusty reindeers. Shino then walks back home as the sun is about to rise.

The next afternoon, Shino walks into a gift store and have his snowglobe wrapped up as a gift with the intention of giving it to his student. As he walks out of the store, he saw the young thug from a distance, mingling around with his friends in pure happiness. At that moment, Shino smiles as he noticed the bracelet that the young thug is wearing around his wrist is indeed the very present that Shino gave him on that fateful night. Merry Christmas everyone!

In conclusion, despite Shino not being a genius or one of the most powerful ninjas in the naruto universe, he has attributes that makes him one of the most reliable support ninja in a given team. His abilities to control bugs allow him to deliver presents to places that are far away, his experience as a teacher helps him in determining what makes a child nice or naughty, and given by his lack of presence throughout the Naruto animated series, he is more than capable of executing his tasks undetected. Despite not getting enough screen time, he truly is one of the most under-appreciated heroes in the making.
