There is difference between "not fair" and introducing a character that can win most fights with standard attacks alone. Looking at him I can only laugh when I remember times Habanero Kushina BT was considered OP. Turned out she was one of the most balanced characters.

Game has always been like that. First they released a simply unstoppable ninja, then there came a rather simple solution against it, as for Shisui Susanoo i think auto attack stealing champs and buff reset&deleting ones may come in handy. Your basic stats still apply onto arena, so it's probably strats, the gap in power between 2 accs fighting in arena. Issue cannot just be Shisui himself.

Use hashirama ny BT or zabuza ronin and shisui can do nothing with standards. Yeah in general he is OP but I think he is much more problem outside of arena, in arena he is beatable.

Konan AoG BT steals with her chase

Ronin Zabuza won't work. His Mist debuff works only on single target standard attacks (and guess what - Shisui has multiple targets standard) and unless Zabuza is faster than Shisui there is no way he will be allowed to use mystery.

Stealing standards with chases won't work because Shisui has Super Armor, so need to remove that one first ^^

Only New Year Hashirama can work for now, but of course you need to 4* him first and then BT.

edo fu can work but is very very occasional and also you need not only 4 stars but you have to pull her in treasures since she was never in a buyout event (also they put her in the worse rebate so far, no synergy with any treasure or other seal rebate...)
