Is it possible to have full breakthrough

I want to know one thing that: Is it possible to have full breakthrough of a ninja but don't use any frag to upgrade skill?

The truth that i just have naruto sosp full breakthrough but don't use any frag to upgrade skill

However other ninja i have such as: Jiraiya ( young adult), Garra( Fifth kazakage), Ukon Sakon, Jinpachi, Nagato( edo tensei) (for nagato i used 100 frag of him to upgrade the last skill.)

i just have 2- 4 orange skill and other skill to hard to get.

Hey,

Yes, it is possible to fully breakthrough a ninja without using ninja fragments, at the end it all depends on the luck you have.
I personally don't have the greatest luck, so have to use much protection vials, but I would advice you to safe up much protection vials, to breakthrough the ninja you want.
