You have to wait an event or an that is event guaranteed called *Treasure of Sage* to purchase it sadly but comes only rarely so make sure you got looooonng patience to wait imo

also I bought her fragments there. If I might be wrong sometimes she appears in treasure key and ducky dice events.Just stay tuned to event always
