Unfortunately, we aren't privy to the exact reasoning behind the devs' choices as to why this rule is set in place, and they have not chosen to reveal this to is. It's quite possible that you are correct in your *ysis of the original reasoning and that it simply hasn't been repealed or that the devs disagree with you and feel that access to these ninjas that early is still too early.
