They're meant to be stronger than the other ninjas so it's only normal that you have a harder time defeating them. You said you spend a lot of money, if that's so getting at least Obito 10T should be quite easy to you since you can farm his frags every week in at least one event, and he's the ninja that is going to be dominating the meta until at least the end of 2021.

When stronger ninjas arrive in 2022 the paywall will be removed and we'll be getting them in fuku event, after that you'll be able to buy their frags in events just like you can buy 6p and Edo Madara fragments right now.
Kushina, Kisame Shark and Hashirama were given to us when their time had passed, they can't gift us competent ninjas in a monthly basis because it would harm the point of the game which is self management. You're suppossed to manage your resources and plan which ninjas you save your coupons for, getting op ninjas for free is not gonna happen and is better that way, just as we have most playerbase abusing Naruto 6Path what you suggest would create more situations where everyone uses the same ninja team. A player who dedicates time to think of a good lineup can defeat other player no matter what ninjas that player is using. Think about it, which ninja is better edo utakata or rasa? kushina habanero or madara gnw? edo yagura or killer bee 8 tails?

The answer is always the same: depends on the player's skill to create a fine lineup around those ninjas and many others i haven't even mentioned.
There will be players who find the breakthrough of Kurotsuchi and Mu useless and there will be others that can destroy you using them, that's what makes this game interesting, not having every player using the same ninja with infinite unmissable aoe scaling leeching standard attack.
