as far as I am aware only so many people can be ranked as your group raises in levels so does the amount of rank spots.

Does your group by chance have 2 seniors already ? (you can only have 2 seniors in the group)

My guess is: Seniors have a lot of the powers of a Group Leader. Therefore, if you give just anyone the powers of a Senior, there could be a conflict of powers, which could lead to the destruction of a group.
