Chase Missions is a new section that appeared in Hot Topics with no notice - it's not mentioned in the System Announcement further down in the list. You can do up to 3 per day, and if you're at a decent power for your level they're easy.
For each, you have a choice of two rewards. They may have different numbers of shards, so look closely. Accept the one you want, and next step is to find the "copy ninja" version of that character out in the world, right where the image shows them. Use the zone name in the lower right and go there via the world or Konoha city map if necessary. Then just find the character, which will even have red letters in the name, and click on it to fight. Fight will include that character.
When done, click on "Chase" entry in quest list, then on Complete to get rewards. Repeat 3 times daily until this event goes away.
