He is considered as an old ninja, which means he won't show up as often. Treasure of the Sage has been the last time he showed up but he is not always there. Go make a Suggestion in the Bugs & Support section to have him in event outside of ToS

probably pop in as sign-in ninja but yeh he is not really wanted by most, except for collection.

new servers don't really need him as well, their new meta will be boruto XD

Minato [Jonin] is classified as one of the old ninjas already and people have less use for him since there are more viable ninjas now that you c*e even in your early days of playing.
