  • from what I've gathered, its every 60 seal scroll guarantees a rare. my first 60 I got chojuro, 120 scrolls I got Mei. I spent 10 scrolls as soon as I got them on the fire kage treasure.
why do ppl get Mei so easily T_T

i'm already close to 400 seals in Kage and I still havent got her
