1＃ Go ToWhen using Nagato mystery +2/Y+1 (adds 40 chakra cost to an enemy units mystery) on Kakuzu [Earth Grudge], it wont add the chakra cost when he is above his threshold for his passive that resets his cooldown. So, when he hits 60 chakra (or 50 chakra for +2) the +40 mystery cost does not take affect and his mystery cost remains 0. Is this a bug or intended?

that's not a bug...
only the chakra cost increase, not the effect of the skill change
so if he has >50 chakra, kakuzu can still spam mys. same to tenten chongsam mys, lightning main 4th mys, etc...
Therein lies the problem, the chakra cost does not go up, it stays at 0

Hello, the chakra cost for mysteries such as this explicitly state that they will require 0 chakra and have 0 cool down if you are above the set amount, this is overriding Nagatos effect. Is Nagato working for other characters as intended?
Kakuzu's skill does not say that he will require 0 chakra above the certain amount, only that his cooldown remains 0. Regardless, his mystery cost is 0 even below the threshold.
