Hi! The chance to not obtain the full materials only applied to the Level 14 Rune Stone when splitting and not any other Rune Stones.


However, due to the number of feedback in regards to Level 14 Rune Stone splitting. The team has adjusted the feature so that you can obtain with 100% chance a Level 12 and Level 13 Rune Stone.
