If he isn't released in China it is unlikely we will get him. Oasis follows the Chinese version of the game and translates it over to the other versions of the game. I assume Oasis does more than just translations like with events and what not, but just don't expect to get anything before the Chinese version.

If you mean Obito gnw he is in China Server but he won`t be in ours for a long time since there are other ninjas that needs to be added first. Shizuka for example.

Shizuka will be probily summer season secret ninja. Also GNW Madara (Obito) will be probily relesed somewere in summer time

Like if they didn't add in the past ninjas way before their expected moment of appearance (shisui, edo deidara, naruto six paths...)
