very very good idea, but if they ever think of putting it in the game, the best idea is to make it cosmetic only ( no stat bonuses no nothing just cosmetic) ( my opinion)

That's fair, but at the same time, not needed. Your main character is a leaf ninja and there are ninja that give leaf ninja buffs.

Most akatsuki ninjas are ninjutsu heavy, so replacing the attack stat for ninjutsu would make more sense to me. 300 initiative for all your team for a single clothing is nonsensical.

+300 ninjutsu +150 initiative seems fair to me.

The price i would keep it like that since i would be lying if i said it isn't a really requested outfit in the game.
