It's luck based. A rare in Kage Treasure comes at around 70-80 pulls. you could get him at 70 or you could get him at 500. If you want him I reccomend getting him from Ninja collect

I got danzo in kage treasure after ay 4th and i got him a second time not long before completing itachi susano'o.

My suggestion? Piece him in kage scroll in ninja collection because is fully based on luck if you get a specific rare or not.
