1＃ Go ToThese are the draws of rares that I have made:
Pakura - 2 timesMangetsu - 1 time
Zabuza Edo - 2 times
Jinin Edo - 1 time
Ringo Edo - 3 times
Toroi Edo - 3 times
Sasori Edo - 2 times
Kushimaru Edo - 2 times
Jinpachi Edo - 3 times
Taking avg draw per rare = 60 pulls, I have drawn 1140 times already WITHOUT counting free draws.
So shouldn't I have gotten my SR already?

While 1140 should've gotten you the super, assuming we're basing it off the average super pull (1050)...
Pakura and Toroi aren't rares. They may be listed as rares, along with all the others in purple (Who are rares), but you can pull them in any ten.
Rares always come with an announcement, pulling Pakura and Toroi do not have an announcement, and can be pulled without resetting the rare counter.

you got 14 rare draws in total,so 14 x 60 makes 840 seal scrolls used up,and with free draws ,which i cant say how many it will be tbh, toroi and pakura are not rare draw,only zetsu/edo sasori/edo swordsmen exept fuguki suikazan which is just a 10 draw ninja

Did you do all the draw at once? because if you did not then all free draws should also count towards your rare as your daily draw each day also count towards your next rare
