He's not a position 1 for Arena, easier to use him as a chase magnet than anything. Besides the team he's in is awful
Just remember, Arena is and will always be an afterthought when it comes to judging a character.
There are countless examples of good ninjas being weak in Arena, while others that are bad, being good.
Just look at roshi, that is almost unplayable in arena.

Stop looking at individual ninjas, and look at the formation, roshi aint bad if he's got the support, no ninja is bad, in arena, unless ur team doesnt sync tbh, i played with roshi before and i beaten people in arena.
I said roshi, to support tobei, because is absolutely impossible to play roshi as move 1 in arena, while outside it is very doable.

About madara ten tails...
Obviously in 3vs3, exactly as every other ninja, he can't win the battle by himself. The 3 teams were not synergied and he was too exposed.
But if he ran, instead of some kind of weird team with lightning main (that is actually the worst main to work with him), edo hashirama and hokage minato with water main (full healing setup with nature energy gathering) as the main team, with one supporter with itachi susano'o shisui madara founder lighting main lineup (with anbu) and another supporting team with wind main (with chakra coordination) or fire main (with the leaching) or even earth main (with chakra wall or Boulder jutsu) then don't worry that the outcome wouldn't be that one.
