Because Oasis/Tencent does not own the designs...
You copyright stuff so people don't steal your artwork unless you have to get sue them or don't care about people making money off of your work. Companies that want to use it (Tencent) makes an arrangement so that the company that owns the copyright can get money from it.

se off of instead of just going and making original designs for those characters (would have been much more appreciated). New cloak forms are from one of the movies that is covered in their copyright agreement, I believe, and sasuke suit is from the card game. -
