Not that I care... I already have him.. and I don't event have jonin to worry about a bond skill... BUT why have you reduced Masked Man (and Minato) fragments to just 1?

Where did you hear this? If they actually increase the drop rate, then all is good. But I honestly don't see it, since today I only got ONE fragment (minato). I didn't see my server's players get twice as many fragments either.

Edit: used another character to test great plates. So 20 more keys and this time not a single fragment or seal scrolls. Just lots of coins.
