Would require some testing to make sure, but since it only targets 9 in total if the buff is full random then there should be a 25% chance that he will not get a buff
Do note that with 2 the chance is should be 6.25% and with three its 1.56%
Could be higher if the other people use clones and are faster than hiruzen owner...

i thought the person who casts whatever buff(s) always gets first, then numbers of random.
Other than Anbu Kakashi his passives goes random if there more than 2 Anbu.
If was so then mb would always have root of warrior with 4 swordbearers or azure fang would always be selected by water enhancement even if you use 4 water ninja, but is not so.
