These clothes can be obtained (bought) through Treasure of the Sage.
If you're lucky, you could get up to 30% off, less than 3k.
Anbu and Cat, these two were available in Konoha Outlet for 75 cps per frags.
They are still on rotation. :)

No, I think they meant the regular shop interface. Wherein only Wild West is the only clothing right there. They were probably wondering why the old outfits such as Ceremonial Kimono hasn't been added in yet.
yeah I know what he meant.
but really no point to put in that shop when it's 25% more expensive.
either way players won't buy from it.
Therefore to suggest through events is better.
