[ Help ] Having alts on same server legal?

So basically... After I've noticed few waaaay to obvious people with alts, and some that I just suspected (which turned out to be alts after all) I had a discussion with my group mates, if someone has alts on the same server and uses them at the same time, is it legal or not?
(Like let's say they use alts to get to arena top faster, chase them in battlefield, or have them for convoy runs)

I'm not gonna report anyone, but my group mates say it isn't since otherwise client wouldn't allow simultanious entering to different accounts, from same IP and same client instance.

Yes, I used to play Triple Triad Advance, if you had more than 3 alts, you'd get banned, 3rd alt is actually clan account, so you were allowed 2 at most. If you logged in with both at the same time, you'd get banned. Even if you weren't using them to boost the other account.
Also... boosting other accounts by losing on purpose was also gonna get you banned if you've done it multiple times, so...

I didn't play as many browser MMOs tho... so I don't know.

If he is causing any trouble to other players are he is trying to cheat in any way, we will talk with this player.

As I said there's no need to report anyone, they're not making any troubles or anything (I mean what trouble could you make with alt? Increase group's activity? lol Send yourself flowers?).

I was just wondering if it's legal or not.

some servers are dead and there's barely people online. Servers with only 1 group active. Sage world that doesnt go through because they lack players. These makes players decide to make alts to compensate for the server's lack of activity and they would help not just themselves but the rest of the players who wanted to do the event. I'm not against it, it's not like *t can boost a main like send gold or items. I think the game knows that too that's why the client allows you to multi login. yeh same problem on are Server there one guy who had bullied and killed the sever and now he has 11 alts in another group how many can you have i can under stand having 2 but 11 come on
