That can't be done.

for a second, imagine you are 1 heavy spender on a server with all heavy spenders. You spend and spend and spend but you cant get to the top, what would you do? ofc you will quit. And that is bad for business

Isn't most of your competition are between cross server pvp events? So what's wrong with being in the same server with whales? It's not like you will always fight them in sage or matsuri. The only thing that matter is convoy/plunder, well this can't be help. If you can't beat them then join them or do convoy at weird hour.

The sole purpose of f2p players is to make P2w players feel superior. if all players in a server are p2w,chances are the least spender of them all will likely quit because he won't likely stand a chance against those who spends more than him,but if f2p players are around, then he'll just prey/feast on them therefore boosting he's ego.

Never gonna happen .. Imagine a country filled with Presidents and a country full of commoners .. Wouldn't be it'll be messy? .. or simple as a Planet full of Males, and separate Planet full of Females, then how will the Human Kind will stay existent in the universe ..

Hi! Every server is its own separate community. Each starting at its own time and going at its own pace. Server mergers are introduced to servers based on criteria like server age, balance and other contributing factors. Every player and the community they are in is important; many players will have friends in their own respective communities who some may try to categorize as spenders or F2P, etc. We want to promote community building and friendship, instead of segregating the friendship and communities that are and will be created in the future.

Competition will be there, introducing things like Cross-server can better help in some of the situation you have addressed.

Hopefully that clears up some of the questions regarding why =p
