Well, you can still get Gaara since he'll be useful once you recruited other wind ninjas like Sage Naruto and others .. Gaara has this devastating Sand Spear paired with Sage Naruto's Rasenshuriken or Minato's Rasengan time-space .. Since if im not mistaken, you can get Gaara fragments while you're recharging, then save those ingots for buying medal .. its a win-win situation for you ..

Yeah, they are better teamed up with Wind main .. Shisui, great ninja too .. Team him up with Root Lightning team with Anbu Itachi and Masked Man .. or with Firemain, also good ..
