you get 1-2 fragments every 60 rolls, so you will be able to recruit him with 2400-4800 scrolls.

Don't worry, if you're free to play and you get 20 seal scrolls a week(80 a month and 960 a year) it will only take you about 3 years to get hasirma. You'll have him in no time at all c:
