Dude don't bother wasting your seal scrolls on this treasure. If you are a new player stack around 300 seal scrolls and use them on gnw Treasure when there is a rebate for that Treasure. Just don't waste your seals on anything else ..

Don't waste seal there. I disagree, spend on Kage treasure. GNW is too specific and aimed for higher leveled players. * with Kage. You can get much more useful ninja there, especially barrier ninja

Konan can be found in the redemption shop and offers the frags without the chance. It takes time but it is possible. Saving seal scrolls never hurts, I recommend looking for a team you want to aim for and strive towards it. Always make the most out of rebates, which is earning rewards for what you are doing. There are seal specific events like Recruitment feedback that earns you seals for using seals XD

How is GNW geared towards high level players when both kage and gnw treasures are unlocked at level 70 and ninjas from gnw continue to be part of the meta in china.

Anywhere up from 1 scroll to infinity is a solid answer to your question. It is entirely random which ninja you will obtain when rare pops up.

Besides that fact that you need around 60 Seals for a rare, are they really only rares?
