That passive is for the character itself, not for the team.
What it means either Temari or Baki damage will increase as per how many Wind Units in that team.
Therefore if both are on the same team. Temari will get another 12% from a Wind unit (Baki), and Baki will be the same.
FKC Temari is not that popular in Ranked Battle, but in arena with Breeze, Sage Naruto and Normal Gaara she's really good.
Because she can get 8 wind units right up at round 1, with massive shield from herself and gaara.
Same goes with Chojuro, Kurotsuchi and Gengetsu. I can't think of anyone else.

If u want to know use Baki and Temari and try on Kakashi Clone , After that remove Temari . So you can compare with and without . If both still the same damage that mean its not stacked , But for me i think it stack . i already tried it . But well like i said same buff with different ninja stack but same ninja is not .
after 420 scroll in 5 kage i still dont have temari. So i cant compare :)). but i do know baki buff all wind unit damage. i tried in ranked battle. Plus Baki dame is ridiculous. himself with no buff from wind main ( because i tried out baki team with kage Gara). He deal 1k7 and 2k7 crit dame standard att on sage naruto once in arena.
