Sort of makes sense, but dont know whether its working(I wi* works, still waiting a merge so any active players is totally welcome). In my server, two people got masked man in stars last time and both were less than level 52, and one was *ternate account of a player. But first time when minato hokage came, a lot of people got it high and lower power. None of these lower power players are playing. Jonin minato was just the reverse, high power players got them both.

Btw ..i got mine yesterday in a free draw, so got no complaints. The first time i have got anything in RNG, that too in 6 months. Probably its just pure RNG. Just dont put on these jackpot ninja events unless you are interested in the redeem rewards. In case you want the ninja, if you are lucky you will get him in free draw itself, since the drop rates doesnt change on first or 1000th draw. (lol..might even decrease as you got higher)
