A few people in my server use this so I would say that it is. Ive also ran this comp for GNW and it help up fairly well. Other options for talents are shark bomb, chakra dissection, with neurotoxin. Take white tiger(or lightning tiger king) for more cc.

the reason?

masked man is a round 1 ninja, so even if is in 4th place is not a problem (since can't be interrupted basically because skills that would do it gets avoided).

why lightning tiger? because let you use, if needed, two CCs in a row (skewering, infact, doesn't let proc your neurotoxin talent this way (unless you crit with tiger chase, but this is not at all a problem), so depending on what masked man meets in his front row you can choose to use roshi in round 3 instead of round 2 to keep one enemy under immobile and to chaos a second one).
