I'm pretty certain that Treasure of the Sage isn't one of the events in which higher spending of game items = higher chance of getting something good.

That said, knowing the nature of those two characters, I assume that the RNG rate of those two showing up like that is pretty low.

Refreshing by using the keys doesn't mean you'll get the discount with the ninjas that you want. There have been many times where I got certain ninja such as iruka, sailor, minato at 30% a lot in one week (happened to me last month) and in one week having a ninja showing up less frequent. Note: I rarely buy keys. What you should be doing is spend on keys by the end of the week (wednesday) since you get 5 free keys each day and you might get a discount through them.

It isn't rigged. The chances of you getting that discount rate on them is relatively low though. It does happen though. Like Danzo stated above me, don't waste coupons on keys. It's likely that you'll manage to get a discount on either of them eventually. If you don't have the price you like spend on keys at the end of the week. You'll be saving yourself the frustration and the coupons doing it this way.
