Official answer is RNG, but I'm sure there's some other factor, maybe total group power or something? For reference, my server had 5 groups, and my group was always one of the two groups that had a round 1 opponent. Who we faced seemed random. This was over a period of about 6 months, during which we've placed anywhere 2nd to 5th on wednesday.
