Work towards Han.

Roshi + Han team is a really good one in PVP and can beat many lineups even if they have more init or power than you (if you face againts DP Hidan in such a situation though you are probably dead though).

It's really a gamble to pull from Kage since you c*so get dupes or other rares which are less interesting. Specially if you already have 2 barrier ninjas. As for sage naruto, its better to piece him together, although if you have a specific team in mind that requires him its highly possible you will get him with 100+ pulls.
