The build has NEVER been good. It was suggested pre-kage treasure (november last year), because it was the least terrible build of a completely un-viable main back in the early days of the game.

Anyone who get paralyze off on your team get a free win, as the build no longer has the firepower to kill anything. Anyone who use a CC skill on the main on round 2 get a free win, as it immediately throws the main on a 4 round cooldown, the team has no way of dealing notable damage outside of the main myestery. Despite massive buffs to giant rasengan (3 round cd instead of 4, and no longer go on full cd if interupted), it still cannot compete with today's teams.

PS: there aren't many blitz teams early game. Lightnings mainly run chidori spear at low levels, which hard counter empress.
