no but before the patch some ninja tools like the Paper Shuriken had batter stats than the red one(tailed beast shuriken). now the red one has better stats and every one who had used the yellow (better one) lost some power and now has to choose if they want to lose the Reforge stats or the lvl of the tool when u swap them out.

It's still not worth to change your tools. Specially if you had them matched up in chakra natures (it costs 3 times more to change natures now). So keep what you have and just increase their lvl/reforge via red gourd

Dice Board is of course nice but it's weird to not put the refine rebates along side it, and it's also early, so I don't know what the logic was there.

So according to character plates event, 400 cultivation runes are worth 100 points, while a Seal Scroll is worth 200 points, seems like * pricing. I forget what Seal Scrolls were before in that but 400 runes (Why 400 specifically?) for 100 points looks super out of w*, why would you make runes that expensive in that event. By the logic of this event my total saved Cultivation runes are worth 750 Seal Scrolls.

Cultivation runes have always been overprices in all events. Just look at the redemption shop. Just ignore it and get them through survival.
