Not the best, but you can try these, use small katsuyu if you dont have a golden/orange one. In place of jigokudo, you c*e playboy sasuke if you like.

Kage treasure ninjas outperform any other ninja in the game but Roshi, Han are still pretty strong and they drop at fixed 210 seals. Since Mei is a must have I suggest you make sure you pull for her before you move on to jinchuriki. Also don't even bother with the Edo Tensei treasure it's absolute garbage.
