Charms, they are cheaper than buying it full price from the store. It's 3000 coupons for the 35 charms compared to paying 3750 ingots for 35.

I used 2k coupons and got med refines. I lack initiative.

I bought the medium refines too. I think it was like 2k coupons.

Medium refines are the way to go until you have fully refined 2 of your ninjas to lvl 7.

After that, you can focus on charms.

charms are not cheaper? assuming ur not lucky, they are 140 each, as opposed to 125 in vanilla store and 100 in konoha deal store.

Here there's something to talk about i think. What you say is true for global initiative in general and for single ninja initiative if your refinement level is pretty low and your initiative runes too. But if you are in the situation that your prompt move 1 ninja have all rank 5+ refinement level and your initiative runes are level 4+ then no, 150 medium refinements aren't at all better than 35 charm packs.
Moreover you are way way undervaluing the boost in primary stats charms give.
Refinement except for initiative just boosts secondary stats, some of these like injury in general or control for immune ninjas or combo for healers are close to be useless, while, instead, charm materials, when your item levels up, boost both the bad stats and the good stats that are useful for every ninja.
Now that ninjas like yagura and roshi can make your autobarrier advantage useless if not counterproductive, having a better global initiative could be not as useful as it used to be in comparison with boosting your prompt move 1 and 2 initiative only, and since sooner or later you won't need anymore medium refinements while, instead, you will need charm materials for a way longer time, then, when there's the chance to get them is better to go for them than for medium refinements since there are a lot of other ways to get medium refinements (monthly event, other events redeemable items and so on).

This is true. But law of large number makes such misfortune unlikely.
That said, it is true that as far as JUST getting the charm pack, this is indeed not optimal, thou only barely worth than the deal store. But at the same time, this event provides more value overall, as it gives other stuff.

And then, we move on to the long, drawn out numbers game.

There are 24 spots, of which 5 are text, one is reroll, one is double.

On average, it takes 23 dices to cover each spot once(due to reroll), generating 145 pts. 145 in charm packs is 145/35*100 in value, or 414.28 coupon, which is, indeed, less than the cost of dice, which is 460. Note that this is using the 100 price of the deal store, if we use the 25% "mark up" of the vanilla store, it would be more than 460.
(my personal value was better, but let's not consider that)

At the same time, you would get one of every item on the board. I'm going to use a lower value than regular price because.. well..

I'm going to disregard the lv3 rune pack, teleport, stamina and sage jiraya, as price is difficult there.
that's 226 total. Now, not everything is considered useful. Me, for example, have no use for medium thread anymore. Let's say it's 150 coupon of "useful" stuff.

Then we have the lucky pack thingy.
We get "25" travel of 3.5 average distance for 23 dices (extra travel for free and extra travel for double). That's 3.65 cycles. Let's say each such pack is worth 50 coupons, so that's about 180.

So for 460 coupon, we are getting around 750 coupon worth of stuff, if we use the best of discounts etc. Probably over 1k if they were to be bought "raw". So it is still a good deal overall.
