He isn't your regular team pvp ninja. Like S181-Megatron mentioned, he shines during 12v12 combats, which are Ti, GI, ranked battle and GNW. His strength lies in hiting ALL enemies in all teams, that's why the most viable teams require you to run 3 tendos and other ninjas, that both buff him and allow you to cast his mystery during 1st round (so you need to get 60 chakra during round1 somehow- eg .mabui, lightning main's calm mind with multi attack). Once you pull it off, the results are amazing.

Damage wise his mystery is comparable to tobirama or kazekage gaara (they have limit on the targets though, while still hitting many people its not everybody), you need to remember, that tendo destroys barrier, which during team activities may lower your overall damage. Thats why hes often seen as 3x tendo rather than 1 or 2.

On his own he is pretty tanky, he can dodge 1 attack and is immune to pure, non elemental ninjutsu damage which is majority of early to midgame ninjas mystery/chases. His 3 chases allow you to get a decent combo, although a really good chase requires you to often run him together with other pains, chio 10 puppets or other rare ninjas. Summon rhino often is required to make his combo work. He has acupuncture on chase, which is nice as he can interrupt someone.

As far as his weaknesses go:
Hes really, really vulnerable to crowd control- since his mystery isn't prompt, enemies often have a lot of time to use chaos, immobile or acupuncture him (a really solid solution is running gakido with him, so he naturally is immune to interruption, and then immune to any status effect, which guarantees his mystery, unless killed before).
His high chakra consumption and non prompt mystery, disqualifies him in current meta during 1v1 battles, because you can obtain exactly the same result with cheap, easily obtainable burst ninjas like GNW 1010 (dmg is roughly the same, hits the same ammount of targets, mystery is prompt and costs 20 less chakra).
He is very chakra and buff dependant
He is really rare. As far as i remember, this week was the first time ever to see his frags to be directly available for coupons.
Summing up, he is a good ninja, but requires a specific lineup, not just from you but from others most of the time as well. After those conditions are met, he truly shines. Is he worth getting? that depends on your lineup. With current event prices (3.5k coupons on average for 5 frags, 76 free from Ultimate Training) I think if you like him, you already have main pvp team for sage/matsurii but you need serious AoE damage for everyday activities- its worth it.
