If they implement 40k power tier instance, the one after brothers farewell, with red natures and the others red tier of tools available, the problem would be solved for the simple reason that every actual tool would be obsolete and NONE would use the actual orange tools as reforging materials because none wants to start with level 1-2 red tools just to add a slightly better stat from a level 15+ gold tool.
