• They probably mean "complete" characters, there seems to be a set rotation of complete characters you can recruit via survival.
  
  As for random fragments, what you can get in Survival seems to be somewhat based on what characters you've encountered in your survival history, for example you can get Sage Naruto fragments if you've faced him in a team in Survival, it'll only be like 1 or 2 fragments but you can get them.
  
  The "complete" characters I know of:
