Unless there are two sage bracket on your server, there is no reason to level slow. Even if you are short on coins, it's better to be a lv 60 with lv 50 gears than being a lv 55 with lv 50 gears. (well, more like lv 60 with lv 52 gears from the plot mission coins but that's beside the point)

There are simply not enough things that does matchmaking based on level to justify being a low level.
One might argue that masuri does, but frankly, anyone below 80 is probably going to be shafted by being frequently matched with 80+ or even 85+, so it's not really a thing.

For me i'd say SLOW and be PATIENCE. I'm a F2P with 47.9k power lvl83 and if i use all my power ups it will boost alot of power ;P

There are only a few benefits of slow leveling such as convoy, plunder and sage battlefield, but I would recommend to level up to 70 as fast as possible to unlock Kage treasure and get a free draw every other day.

Also, reaching 32k in power grants you access to Itachi TI which will boost your power even further with gold ninja tools. In all, fast leveling outweighs slow leveling, those high lvl with low power usually neglect a lot of features that increase the power such as summon runes, ninja tools, refinements and rune stones.
