For Team 1, the chance of chaos from Tsunade isn't reliable as a control stat, so you run the risk of not stopping a devastating mystery. In the case of Team 2, your highest combo stemmed from Kisame's standard attack, another unreliable chance.

Overall, it's up to you whether you want to focus on Team 1 or Team 2, I personally have avoided giving you a decision one way or the other to give you the option of choosing the team that you like better, because that counts for something that I cannot measure.
