    He's referring to the pull directly from the treasure, its 2* and not 3* pulls.
maybe they don't have the same rate as 3 stars, meaning you can get multiple 2* in a 10x pull, like how I got enma and danzo in my 7th 10x pull from kage. enma is 2*

    Now I understand what he meant by "190-220 can 3* ninja...". You'll need to pull dupes to 3* them.
on the plus side you can get these 2* ''rares'' quite easily from events as they only require 30 fragments to be usable.
