• Its based on the Top 50 in Ranked Battles that are allowed to plunder regardless of level.
  
  As for level wise, IF you are able to plunder, when plundering, you will encounter up to a maximum of 15 levels below you. (i.e. if you're level 55, you will see convoy levels of lowest level 40. You won't meet a level 39 and below convoy player.)
