Why don't you test it yourself with magatamas and the Kakashi clone? Your idea is based on increasing and decreasing ninjutsu right? Set up a team, equip the magatamas, whip out a notepad and count.

It has little to no effect. The evasion seems to be % chance based and not related to any fixed stat.

Jonin minato and hokage minato can evade only one time per round it says so in the stats

This post gives me a headache..

As someone on this post stated, try to figure it out yourself with proper research. I myself don't think his ninjutsu attribute would matter with his evasion rate.
