My group has an interesting system, but I can't really say for sure if it works the way I think it does. Those are purely my observations

1) People who participate in all rounds get packs
2) Each week different people get the packs
3) Each week people get different packs (ex. I got Legendary pack, so I will not get a legendary pack until I get Elite and Hero ones)

my group got always minimum 27-33 people on each war
so need to think how to give box, for those who play each time, and those who miss few rounds

Well, in my opinion you should always prioritetize members who showed up to each and every one round. If there are any packs left afterwards, go ahead to other members :)

Members who contribute more to the guild and have good battle power for their level are the most important ones

This may sound selfish but I'd rather give it to core members only, everyweek. You don't really need too much people and weak people uasually will end up jump to another server or quit.
So my advice is give it to people who has high battle power, active in gnw, talkative, contributed the most to the group because that kind of player has high chance not end up quit the game. I've seen so many case like that, leader speard out even the rewards and eventually people quit the game so those rewards were wasted.

my group system is if u got pack on the week A ur not going to get anymore on week B, but instead u get on week C and so does the other way it also goes for the leader and the senior, and if u got legendary pack on the week A then u got hero pack on the week C and then elite pack on the week E.

u know what im sayin...?

The group system I use is a point system: one attendance is one point, so max of 5 points per week. One pack is worth 13 points as of right now. The weekly donations are totaled and recorded on Saturdays (sundays are day off.) People who donate an average of 200+ over the six days are eligible for hero packs while 300+ is for leg packs. Basically, number of packs received is determined by attendance and type of pack is determined by donations. Hope this helps!

This. I've been always telling this to people who distribute boxes. I end up looking like a selfish prick but the thing is, once the most active people in group got their boxes, the people who did not get a box should be able to figure out that they need to be more active and outgoing. Thus, it c*so benefit the group, if not the server, to be a bit active.

just create a system that will have a condition will increase the activity of your group :) ie having the highest attendance or contribution :) dont worry about the others saying that you are not fair :) thats what happened in my group two players quit because they want a pack and yet they havent done anything big for the group :) a lot of people will usually complain and as a leader you have to think about the group first rather than personal issues of one person XD

I'm lucky enough to be in a group with so few players that I have too many packs XD so if y'all want like 3, I'll trade you for some more coupons... XD eh

Honestly packs are the thing that I imagine splits groups up more than anything else. It's a pain to keep track of them and everyone feels like they deserve one. I think that giving packs only to "core members" could work in some cases but not in others; it depends on the mood of the group I guess. I dunno, at my last group we went by participation first and then who had the least refines second. And that worked for us but there's a lot of systems out there. To keep people happy, we'd sometimes have to count on some of those "core members" relinquishing their pack privileges (like people who buy seals, or people who don't care about them) so that we could spread the love a bit.

After a certain point it gets easier to just use a raffle to be fair. like when u have 60+ people participating. Though when it was around 30 people you can get by with splitting them by contribution getting priority and just run through the entire group with participating being a factor.
